Import and Export are unavailable from the ocean. The whole population of Niger is 25 million. It is difficult for the government to handle this population with limited resources that is why Niger is among the poorest countries.

Madagascar is the 7th poorest country in the world. Madagascar is the 4th biggest Island on the Earth. The main source of income for this country is Tourism and Fishing. While only revenue from tourism is not enough to remove Madagascar from the list of poorest countries.
